The Guest Parking Permit

Because we live in a zoned parking neighborhood, every car needs to pass with flying colors at the vehicle inspection station before it gets a parking permit that is affixed to the windshield to show proof of residence. That process is good for our car. But, once in awhile, we have guests who live outside the zone, or we require workmen to park by the building to do repair work. It so happened that we were having some minor work done at the house and the patio a couple weeks ago. That's when we realized that out guest parking permit had expired. When I called the city department responsible for administering the permits, he was more interested in discussing the NCAA Basketball Tournament than listening to the request and the address. I had a feeling that it wasn't going to show up in the mail as promised "within the week." In the past, these permits had been automatically delivered to homeowners. I'm still waiting for the one permit I requested almost three weeks ago. I can't think of anything in this town that does not require more than one request or phone call. Why am I not surprised?
