Carts and Walls Don't Mix

In the hospital there was an array of carts, gurneys, equipment, and supply wagons everywhere in sight. It wasn't unusual at all to run in to a wall now and then with a patient in tow - particularly during an emergency situation. There were chair rails all along the walls to minimize the impact of these collisions. At the Library are a bunch of carts, big and small, on all levels. I have to chuckle when I see chair rails and foot rails that are in place along the walls to avoid the same problem. I am wondering in what circumstance does a cart filled with non human products require that same level of protection? The damage and expense to repair it is the same. But what is the rush?
