Disrupted Weekend for the Same Reason - Water

Since we moved to Capitol Hill, our living room, kitchen, and bathroom walls have needed repair work done due to water damage. You see it all over the city- especially in very old places with inconsistent to no exterior updates. It starts with some little bubbles, then bigger bubbles, then the plaster starts falling off. It looks like a terrible disease. The dampness is also a source for mold and mildew. The saying goes if you didn't have allergies before you moved here, you will definitely have them within five years. We are especially tired of the inconvenience this creates for us - particularly since we are used to living in a place that was well and proactively cared for - and dry - even in one of the snowiest places in the US. It seems that this city has the mind set that it will be fixed only after it breaks rather then prophylactically handling it. What I don't quite understand is that for the number of times this has been done, the exterior could have been addressed without the need for annual wall repairs - for a lot less expense. I really love old buildings that have been updated nicely. I'm not so sure that this is one of them. Oh, but did I mention that location is everything?
