Thought We Didn't See It?

I am a dog lover. I had a golden retriever and then a beautiful borzoi in Milwaukee. And we always took care of them and their "output." It seems around here that taking care of the output is not always a priority. In particular, it's really annoying to come upon the beautiful building we live in, only to find bags- and colorful ones at that- hiding under the greenery or on the front step. Maybe the owner thinks we're supposed to dispose of it? Or, perhaps, think none of us will notice? We have suggested on several occasions that there are "rules" of etiquette to follow when one lives in a community. I guess someone didn't get the message, or got the message and ignored it.
It's such a treat to come home after a long day at work
